PPN | Perbincangan Isu Standard dan Pensijilan Halal dalam Membangunkan Produk Biofarmaseutikal

Perbincangan yang produktif telah diadakan bersama Prof. Dr. Yumi Zuhanis, pensyarah dari IIUM, serta Puan Seri Azalina, Pengurus Kanan, Hal Ehwal Halal dan Perhubungan Kerajaan, Duopharma Biotech Berhad, bagi meneliti isu semasa serta cadangan penambahbaikan yang boleh dilaksanakan dalam konteks pembangunan dan pensijilan halal.

Perbincangan ini turut menyentuh MS2424 sebagai standard halal yang boleh diguna pakai merentasi pelbagai jenis produk. Pada masa yang sama, terdapat cadangan agar satu standard tambahan yang lebih komprehensif dibangunkan, khusus untuk merangkumi produk biopharmaceutical seperti biosimilar, vaksin, insulin serta produk kompleks lain yang melibatkan pelbagai sumber bahan dan proses pengeluaran.

Sebagai langkah seterusnya, PPN akan mengadakan sesi one-to-one bersama pihak industri dan akademia bagi mendapatkan pemahaman yang lebih menyeluruh terhadap keseluruhan rantaian proses, termasuk aspek upstream dan downstream, di samping mengenal pasti ruang penambahbaikan dari sudut produktiviti.

Malaysia Productivity Corporation (MPC) through Logistics Productivity Nexus (LPN) held its first 2026 Nexus Governing Committee (NGC) meeting and chaired together by YBrs. Dr Mazrina Mohamed Ibramsah, Deputy Director General of MPC with YBhg. Dato' Seri (Dr.) Michael Tio, Champion of LPN.

The session brought together over 35 key committee members including representatives from the public and private sectors, industry associations and academia to deliberate strategic contemporary issues globally pertaining to operations and productivity impacting the logistics sector.

A total five presentations and discussions were conducted covering the following topics:

Towards the end, MASKargo and Malaysia Bunkering Association (MBA) are invited in the next meeting to present papers on current industry issues and the progress of their respective organization. Mesyuarat Pemantauan dan Sesi Libat Urus pertama TPN bagi tahun 2026 telah berjaya menyelaras perancangan program serta menetapkan hala tuju TPN bagi tahun semasa melalui penglibatan aktif 70 wakil daripada pemain industri pelancongan dan agensi kerajaan berkaitan. Penganjuran mesyuarat ini turut memperkukuh kerjasama strategik antara pihak industri dan kerajaan dalam usaha meningkatkan produktiviti, daya saing serta kemampanan industri pelancongan negara.

Sesi ini turut menampilkan perkongsian daripada pihak industri berhubung geran yang ditawarkan oleh NCIA dan UNDP, inisiatif semasa oleh UOA Group dan Evenesis, serta pandangan ahli industri mengenai cadangan pembangunan, termasuk kajian kebolehlaksanaan projek kereta api pelancongan Cameron Highlands. Mesyuarat dan sesi libat urus ini, yang dipengerusikan oleh En. Satu sesi kolaborasi strategik telah dianjurkan dan disertai oleh ahli Malaysian Plastics Manufacturers Association (MPMA) dan Federation of Malaysian Manufacturing (FMM) di bawah Program Transformasi Produktiviti. Pihak MPC Wilayah Utara turut hadir dalam sesi ini. Inisiatif ini merupakan platform penting bagi syarikat pembuatan, terutamanya Perusahaan Kecil dan Sederhana (PKS), untuk memahami dengan lebih mendalam mengenai rangka kerja serta kaedah pelaksanaan intervensi berimpak tinggi.

Program ini memberi peluang kepada syarikat untuk mengoptimumkan kecekapan operasi dan memperkukuh daya saing syarikat di pasaran global. Inisiatif ini juga selaras dengan aspirasi New Industrial Master Plan 2030(NIMP 2030), khususnya dalam mempertingkat produktiviti industri melalui pelaksanaan program transformasi yang berimpak.

Program ini telah mencatatkan sambutan yang amat memberangsangkan dengan kehadiran seramai 100 peserta yang mewakili 80 syarikat daripada komuniti FMM dan MPMA. Sesi taklimat ini bertindak sebagai pemangkin bagi memulakan fasa transformasi produktiviti yang akan diintegrasikan secara menyeluruh ke dalam sistem operasi harian syarikat-syarikat peserta. Program Transformasi Produktiviti - Memperkasa Kecekapan Operasi merupakan sebahagian daripada agenda di bawah New Industrial Master Plan 2030 (NIMP 2030). Program ini memfokuskan kepada syarikat pembuatan, khususnya Perusahaan Kecil dan Sederhana (PKS), yang bertujuan untuk menerangkan rangka kerja program, pendekatan pelaksanaan, serta peluang bagi syarikat menyertai intervensi berimpak tinggi.

Langkah ini penting bagi meningkatkan kecekapan operasi, produktiviti, dan daya saing syarikat selaras dengan aspirasi New Industrial Master Plan 2030(NIMP 2030) yang menekankan pemerkasaan industri tempatan melalui inovasi dan pengurusan moden.

Program ini telah berjaya menarik seramai 60 peserta daripada 50 syarikat pembuatan di sekitar Kedah dan Perlis. Sesi ini bertindak sebagai pemangkin bagi fasa transformasi produktiviti yang akan diintegrasikan secara langsung ke dalam operasi harian syarikat peserta.

TPN | Digital Travel Storytelling Competition 2026

MPC, through the Tourism Productivity Nexus (TPN) and in collaboration with strategic partners, supported the strengthening of productivity, digital capability, destination visibility, and community participation through the Digital Travel Storytelling Competition 2026. As part of the TPN initiative and guided by the theme “Sustainable Tourism,” the programme provided a platform for students to showcase meaningful stories on Malaysia’s cultural, heritage and environmental assets through creative video and photography content.

Held from January to March 2026, with the final evaluation taking place on 4 and 5 April 2026, the competition attracted 2,556 participants from schools, polytechnics, and higher learning institutions. Organised through a collaboration between Politeknik Sultan Idris Shah (PSIS), TPN, UNDP Malaysia, MPC, and industry partners, the initiative helped nurture digital storytelling talent while strengthening participants’ capabilities in planning, producing, and presenting quality digital media.

Moving forward, TPN will continue to strengthen industry–academia collaboration and expand this strategic partnership to the regional and international levels to accelerate digital talent development, encourage innovation in sustainable tourism storytelling, and drive productivity improvements within the tourism sector.

MPC melalui Bahagian Pengurusan Moden & Teknologi baru-baru ini telah melancarkan sesi pengenalan bagi Program Peningkatan Produktiviti Melalui Intervensi Berimpak Tinggi, yang dihadiri oleh 33 syarikat pembuatan tempatan. Sesi ini menandakan permulaan fasa transformasi bagi syarikat untuk melonjakkan kecekapan operasi dan memperkukuh aliran pendapatan mereka.

Selaras dengan aspirasi Ekonomi MADANI dan New Industrial Master Plan 2030 (NIMP 2030), program ini bertindak sebagai pemangkin kepada transformasi perniagaan yang mampan. Melalui pendekatan Pengurusan Moden yang holistik—bermula daripada analisis diagnostik hingga ke laporan impak—MPC komited untuk membantu industri merapatkan jurang produktiviti sedia ada.

Bagi tahun 2026, MPC menyasarkan penyertaan sebanyak 200 syarikat dalam inisiatif ini. Sasaran utama program adalah untuk memacu penjimatan kos operasi yang optimum serta meningkatkan kecekapan syarikat sekurang-kurangnya 20% melalui pelaksanaan modul intervensi yang intensif.

Malaysia Productivity Corporation (MPC) through Logistics Productivity Nexus (LPN) organised a Strategic Session on the Approval Process for Selling Heavy Duty Commercial Vehicles. The session was attended by representatives from Eurocham Malaysia and industry stakeholders.

The session aimed to provide updates on the current status and key findings arising from recent engagements with APAD. It sought to strengthen alignment among stakeholders and facilitate the resolution of identified regulatory issues affecting the approval process. MPC through LPN proposed to play an oversight role in identifying potential requirements to improve the application process as well as to validate key findings with Eurocham based on industry experience in licensing applications.

Key issues highlighted included issuance of the Surat Tawaran Kelulusan (STK) with several cases experiencing prolonged processing periods. Furthermore, industry raised concerns regarding local authority parking approval requirements including cases parked within company-owned premises. Additional structural challenges were identified as the fragmented approval processes across multiple agencies and limited system capacity within the i-SPKP platform.

As way forward, follow-up engagement involving APAD and Eurocham has been scheduled for 30 January 2026 to further deliberate on potential improvements application criteria. These efforts reflect MPC’s continued role in driving regulatory efficiency and supporting productivity growth within the logistics sector.

The online meeting discusses the NIMP Mission 1.2.2, focusing on integrating the value chain with proposing Advanced Driver Assistance Systems (ADAS) in vehicles, particularly within the Electrical and Electronics (E&E) industry. The discussion strategically addressed pain points within the current ecosystem and identified areas for enhancement locally. A key emphasis was placed on leveraging local expertise and capabilities to produce both software and hardware components capable of handling embedded software compatible with the sophisticated requirements of ADAS systems.

Discussion continued with identifying collaboration between various stakeholders, including automotive manufacturers, technology companies, and government agencies, to develop a robust local ecosystem for ADAS technology. By nurturing partnerships with local companies, the aim is to build the necessary infrastructure and expertise to support the production of ADAS components domestically, thereby reducing dependency on imports and promoting economic growth in the E&E sector. The workshop on NIMP 1.2.2, convened on March 22, 2024, provided a platform for representatives from Aerospace and Electrical & Electronics sectors to engage in discussions regarding potential collaborative opportunities. From this session, two distinct projects emerged: "Inflight Portable Experience" and "Localized Urban Air Mobility." Key action item have been identified to involve Ministry of Transport (MOT) in support of collaboration and resources for stakeholders.

Moving forward, the emphasis will be on refining the projects with stakeholders’ involvement and securing the necessary resources for implementation with a specific focus by engaging MOT and fostering ongoing coordination among stakeholders.

Nexus Champions

On 5th May 2021, Delivery Management Office (DMO) has successfully organised Teh Tarik Session with Nexus Champions in PJ Hilton Hotel. This session served as a platform to:

-enhance synergies among nine (9) Productivity Nexus in the implementation of productivity improvement programs;

-discuss direction and way forward of private sector-led Nexus activity; and

-disseminate information on the latest government initiatives to help industries affected by COVID-19.

Several topics including business formalities and strategy for effective implementation have been discussed during the session. DMO managed to collect valuable inputs for further improvement on the operation of DMO and Productivity Nexus
